Have you ever found an online offer for a room at a price so low it seemed irresistible, only to find yourself at the moment of payment (or worse, at check-in) having to shell out almost double the initial quote?

You’re not alone. In recent months, the Italian tourism sector has been undergoing a profound regulatory transformation, but as often happens, "every law has its loophole." For the consumer, especially foreigners unfamiliar with local regulations, booking a holiday can turn into an obstacle course of unexpected taxes, "Drip Pricing," and optional costs disguised as essential services.


Let’s analyze the two most common traps of the moment and find out how to defend ourselves to travel (and pay) with peace of mind.


1. The Cleaning Trick: How Tax Evasion Hits the Tourist

Recently, the introduction of the CIN Code (National Identification Code) has made tax evasion much more complex for short-term rentals. Faced with the obligation to declare their earnings, many dishonest hosts have devised a new, sneaky accounting maneuver: massively inflating cleaning fees.


Since it’s (wrongly, in many cases) believed that cleaning fees don’t fall into the taxable computation of the lease, we are witnessing a market distortion.

  • The bait: A room is advertised at only €30 a night.
  • The trap: When it’s time to pay, €70 of "mandatory cleaning fees" magically appear.


The total is €100, but the tourist was lured by the decoy price. While super-professional portals (like Booking.com) almost always show you the final price, many other minor platforms or improvised direct bookings omit this detail. The result? You arrive at the property, tired from the trip, and are asked for 70% more in cash. Disputing the amount on the spot, bags in hand and risking the loss of the deposit already paid, becomes a nightmare, especially for foreign tourists who fear violating some obscure local rule.


2. The Illusion of Big Chains: "Optional" Costs

It isn’t just small owners who hide pitfalls. Many well-known hotel chains adopt a national policy of "dismantled pricing."


They offer you a room at €65 a night, a seemingly unbeatable price for the local market. However, they omit to tell you that the internal parking costs €15 a night and breakfast another €15 per person. You’ll only discover upon arrival that parking on the street in that peripheral or industrial area is unadvisable or dangerous, and that in the morning you won’t even be offered a coffee. In the end, to have the minimum essential services, your €65 stay will easily exceed €100 a night.


The case of the lawyer in Predda Niedda: When saving becomes a nightmare

As we already discussed in our previous article Hidden Costs of Short Rentals: How to avoid nasty surprises in Sardinia, the consequences of these practices are real.


We collected the testimony of a Sardinian lawyer living in Northern Italy. Attracted by a competitive price, he contacted an owner in the industrial area of Predda Niedda (Sassari) to finalize an agreement at €70 a night. The surprise at check-in: After paying the deposit, the bitter discovery. The price suddenly soared to €120 a night. The reason? Undeclared cleaning fees, a surcharge for using the stove, and an extra cost for the garage. All "hidden" taxes that had never been put down on paper.


How to defend yourself: Tips to protect your money

European regulations (such as the Omnibus Directive) speak clearly: Drip Pricing (adding mandatory costs in installments during the purchase process) is an unfair commercial practice. Here are 3 golden rules to protect yourself:

  1. Don’t be blinded by the low price: If an offer is too far below the market average, there’s always a reason. Often, the initial "saving" translates into a higher final expense.
  2. Always demand written proof: Before sending any deposit via bank transfer, ask a clear question via email or WhatsApp: "Does the quote of X euros include city tax, final cleaning, linen, and air conditioning?". Without written confirmation, a verbal agreement has no legal value in case of a dispute.
  3. Verify optional services (Breakfast and Parking): Always check what’s included. You’ll find that seemingly cheap hotels become much more expensive than luxury properties offering "All-Inclusive" rates. Furthermore, if you are asked for unagreed extra money at check-in, demand to pay by credit card: you’ll have a traceable record for a possible chargeback with your bank once you return home.
